You find these emblems on many American made products, punchboards included. While their presence alone does not make a punchboard more valuable, I've always personally favored punchboards with the "Union Made" emblem. Punchboards were usually enjoyed mostly by the working class, so the emblem seems to fit right in with the punchboard's persona as a "working man's game."
